Under general supervision, performs a wide variety of technical, administrative and customer service oriented duties in support of various planning projects and programs administered by the City's Planning Division; performs technical work involved in the review of administrative planning permits, plan check of simple building permits, database collection, and research of planning issues as assigned; provides information to the public about the City's Municipal code, zoning ordinance, general plan, and design guidelines; performs other related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED Receives supervision from supervisory or management staff.
Incumbents in this class do not routinely exercise supervision over staff.
Class Characteristics This is an entry-level classification.
Initially under close supervision, incumbents learn and perform work that requires the interpretation and application of policies, procedures, and regulations, as well as performing various research functions.
As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform independently.
Examples of Typical Job Functions Maintains excellent customer service as the initial contact at the counter by accurate and timely processing and notification of all project applications, returning telephone inquiries and preparing projects for issuance.
Responds orally and in writing to internal and external customer inquiries regarding city fees, outside agency fees, the project and permitting process, regarding the zoning ordinance, application procedures, and Architectural Review Commission, Planning Commission, and City Council actions related to City planning activities and status of applications.
Collects and analyzes data, prepares reports, and performs moderately routine inspections to ensure compliance with adopted codes, standards, policies, State Subdivision Map Act, California Environmental Quality Act, and permit requirements.
Uses state and local codes, laws, rules, and ordinances applicable to planning, zoning, engineering and building construction; City policies and procedures; standards and materials associated with the review of plans.
Enters permit and project application information into electronic permit tracking systems and computer database; updates data files; compiles and maintains major plan check and project review files and records.
Prepares new project files and coordinates the assembly and distribution of received application materials in preparation of the development review process.
Attend a variety of Planning Commission, City Council, community and other professional group meetings.
Prepare reports and memorandums for recommendation and presentation, on a limited basis, to the Planning Commission.
Publicly post required hearing notices.
Reviews routine, less complicated building and engineering permits, and determines compliance with all appropriate zoning regulations; reviews and issues planning permits; and calculates planning fees according to the City's Fees and Charges Resolution.
Building permits may include but are not limited to:
spas, swimming pools, HVAC equipment, tenant improvements, and building remodels and additions.
Planning permits may include, but are not limited to:
single family dwellings and residential additions, accessory structures, fencing and retaining walls, home occupations, minor subdivisions and lot line adjustments, tenant occupancies, accessory dwelling units, administrative permits, wireless facilities, and signs.
Engineering related permits may include, but are not limited to:
grading plans, public utility easements, and encroachments.
Reviews and approves business licenses for compliance with the Zoning Ordinance.
Provides research for other departments, divisions, outside agencies, and the public via electronic records retention systems, plans or other related files.
Performs field inspection work including site review for applications and entitled development sites to verify compliance with conditions of approval.
Compiles zoning and planning related data as directed by professional planners, which may include the preparation of graphics and mapped data; Codes and maintains map books, history files and other reference materials.
Assists professional planners with research or the review of projects; prepares draft reports and correspondence.
Promotes the City's Mission to make Palm Desert a city of the highest quality by providing responsive, cost-effective, and innovative government services; understands and subscribes to the vision and values adopted by the city in its Mission Statement.
Performs quality control reviews and assessments and makes recommendations.
Exhibits high level of professional integrity by treating everyone in the workplace and the community fairly and respectfully.
Performs other duties as assigned.
Qualifications Knowledge of:
Applicable federal, state, and local laws, rules, regulations, ordinances, and City policies and procedures relevant to assigned area of responsibility.
Knowledge of local government planning, zoning and related laws, nomenclature, symbols and techniques used in community planning work.
The operations, procedures, and rules of the City's Planning Division Functions and practices of City work units with which coordination is required and the interrelationships between responsibilities of coworkers to effectively facilitate workflow.
Ability to:
Perform varied assignments under appropriate degrees of supervision.
Learn and apply those aspects of federal, state, and local laws, regulations, policies, procedures, and standards pertinent to assigned areas of responsibility.
Read, interpret, and explain technical information such as architectural and engineering plans.
Perform necessary mathematical computations as they relate to site plan layout or application fees.
Work on multiple projects and effectively set priorities.
Participate as a team member in assigned work.
Use excellent customer service skills, including the ability to listen to and understand customer needs and courteously and completely respond to those needs.
Utilize word processing, spreadsheet, computer-based mapping/GIS, and presentation and graphics software applications.
Communicate effectively orally and in writing; to explain ordinances and related planning requirements; to understand and carry out oral and written instructions.
Establish and maintain cooperative and effective relationships with those contacted in the course of work.
Interview and assess applicant needs, financial profiles, and suitability for subsidized housing program assistance.
Education and
Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.
A typical way to obtain the required qualifications would be:
Possession of an associate's degree in urban planning, environmental studies, geography, or a related field AND, two (2) years of increasingly responsible planning, development or engineering experience.
A bachelor's degree in urban planning may substitute for two years of experience.
Preferred Qualifications A bachelor's degree in planning from a university accredited by the Planning Accreditation Board (PAB) is highly desirable.
Knowledge and/or use of GIS software.
Licenses and Certifications:
Possession of, or ability to obtain, a valid California driver's license by time of appointment.
Physical Demands Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone.
This is primarily a sedentary office classification although standing and walking between work areas may be required.
Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.
Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information.
Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds with the use of proper equipment.

Environmental Elements Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
